Andrew is a transit executive with a focus on Public Private Partnerships (P3, PPP, AFP) based projects. A unique combination of leadership skills, technical background and business acumen. Direct experience in general management, multi-discipline engineering, rail systems, industrial automation, telecom engineering, and gas transportation. Have worked in sectors as broad as transportation, municipal, telecommunications, information technology and gas & oil.


Specialties: Managerial specialties include strategy, partnering, project management for mega projects, leadership for large diverse teams, procurement and bid management.


Andrew is responsible for the overall operations of the Hurontario LRT project company within a Design, Build, Finance Operate and Maintain (DBFOM) contract with Metrolinx/Infrastructure Ontario. The project has discrete design/build and operate/maintain phases under two separate contracts. Overall value of the project is $4.6B. Joined PCo during the end of the design phase and the ramp up of construction efforts.


Responsible for a direct team of financial, legal, commercial, quality and environmental professionals dedicated to managing the project through the build and operate phases. Responsible for the management of a complex contract set including construction, operate and maintain, interface agreements and lending agreements.

Responsible for overall Project Co financing which includes both construction period financing through a consortium of short-term lenders, medium and longer term bonds. Day to day responsibilities include the management of correspondence to the Contract Authority, lenders and DB and OM contractors. Also responsible for maintaining relationships with key stakeholders (including city, MTO, rail operators), lenders and bond rating agencies.


The project is a ground-level LRT that will occupy the center median for most of the 18 km length through Mississauga and Brampton. The project includes a large Maintenance and Storage Facility (MSF), a viaduct over Hwy 403 with a connection to Mississauga City Centre, two key under-crossings (QEW and GO Transit’s Lake Shore West rail line) using push-box technologies and one underground station.
